How to calculate Italian cadastral value of a property lets Italian residents and expat property owners estimate the tax base for calculating Italian registration tax, mortgage and cadastral taxes, inheritance and gift taxes, and IMU (Italian municipal property tax). Base formula is V = Cadastral_income × 1.05 × Multiplier, where 5% revaluation is set by Italian art. 3 c. 48 L. 662/1996 and multipliers by Italian D.L. 223/2006 art. 35 c. 21. The Italian price-value system (L. 266/2005 art. 1 c. 497) allows for first-home purchases to use cadastral value (generally much lower than market price) as tax base for registration tax. Comparable: US Property Tax based on Assessed Value (50-100% market, varies by state); UK Council Tax bands; French taxe foncière based on bases cadastrales révisées 1970; Spanish IBI on revised cadastral value.
Calculation formula
For Italian buildings: V = Cadastral_income × 1.05 × Category_multiplier. Example: residential apartment with cadastral income €600, first home: V = €600 × 1.05 × 110 = €69,300. For Italian agricultural land: V = Dominical_income × 1.25 × 135. For buildable land market value is used. For Italian buildings under construction (cat. F4) value is calculated on surfaces and materials, not income.
2026 multipliers (Italian D.L. 223/2006 art. 35 c. 21, in force since January 1, 2007): 110 (first home) A categories excluding A/10; 120 (second home or non-primary residence) A categories; 60 (offices A/10); 40.8 (shops C/1); 100.8 (warehouses C/3, C/4, C/5); 60.5 (D category, industrial buildings); 34 (E category, cultural and religious); 168.75 (Italian agricultural land revalued 25% × 135). The 5% revaluation on income is fixed since 1997. Compared to US assessed value typically 50-100% market or UK Council Tax bands fixed brackets.
History and Italian regulatory context
Italian cadastral system originates with R.D. 1572/1931 and evolves with L. 1249/1939 on urban cadastre. The 5% revaluation of cadastral incomes entered force with Italian Law 662/1996 art. 3 c. 48, never updated. Multipliers were reformed by Italian D.L. 223/2006 (Bersani-Visco, art. 35 c. 21), in force since January 1, 2007.
The Italian price-value system (Italian Law 266/2005 art. 1 c. 497) allows individuals to pay taxes on first home purchase based on cadastral value instead of declared market price, generating 30-60% fiscal savings. Italian taxes calculated on cadastral value: registration tax 2% (first home) / 9% (second home); IMU (Italian art. 13 D.L. 201/2011); inheritance tax 4% (spouse/children over €1M deduction), 6% (siblings, relatives up to 4th degree), 8% (strangers); gift tax same rates; mortgage tax 2% and cadastral 1% (gratuitous acts) or €50/€50 fixed (onerous purchases). Official source: Italian Agenzia delle Entrate (succeeded Agenzia del Territorio in 2012, Italian D.L. 95/2012). International systems: US Property Tax based on Assessed Value (50-100% market, varies by state per IAAO standards); UK Council Tax bands per HMRC; French taxe foncière on bases cadastrales révisées 1970 per DGFiP; Spanish IBI on revised cadastral value per DGSFP; German Grundsteuer after BMF 2025 reform per Federal Ministry of Finance.

5 verified numerical examples
- Italian first home purchase, cadastral income €450: V = €450 × 1.05 × 110 = €51,975. Italian registration tax 2% price-value system: €1,040 (vs €5,000 on declared price €250,000). Saving €3,960.
- Italian second home cadastral income €800: V = €800 × 1.05 × 120 = €100,800. Italian registration tax 9%: €9,072. Without price-value (purchase from company with VAT): VAT 10% on price €450,000 = €45,000.
- Italian office A/10 historic center, income €1,500: V = €1,500 × 1.05 × 60 = €94,500. For Italian IMU 2024 (rate 1.06%): €1,001/year.
- Italian C/1 shop in Rome center, income €2,000: V = €2,000 × 1.05 × 40.8 = €85,680. Italian IMU 1.06%: €908/year. Italian inheritance tax 4% to son (over deduction): €3,427.
- Italian 5-hectare agricultural land dominical income €600: V = €600 × 1.25 × 135 = €101,250. For purchase from direct farmer, registration 0.5%: €506. Italian agricultural IMU often exempt (mountainous areas).
Model limitations
- Historical Italian cadastral incomes: Italian cadastral system dates to 1939 with partial updates. Incomes don't reflect current market values (often 30-80% below). Italian cadastre reform announced by numerous laws but never implemented (PNRR reform postponed to 2027).
- Italian F category (under construction): for properties F1, F2, F3, F4, F5 (ruins, under construction) cadastral value isn't calculated with income. Technical appraisals needed.
- Individuals only for price-value: Italian price-value system (L. 266/2005) applies ONLY to purchases between individuals for residential use. Purchases from companies (with VAT) or commercial use follow different rules.
- Annual income updates: Italian Agenzia delle Entrate can update income for renovations, expansions, category changes. Verify updated income in cadastral inquiry.
Common errors
- Confusing income and cadastral value: income is theoretical annual revenue; cadastral value is income × 1.05 × multiplier.
- Using first home multiplier for second: first home 110, second home 120 (Italian D.L. 223/2006).
- Not revaluing 5% income: 5% revaluation is mandatory (Italian L. 662/1996), neglecting underestimates value by 5%.
- Confusing offices A/10 and residential A: A/10 only for offices and professional studios with "office" use.
- Applying price-value to commercial properties: Italian system applies only to residential use for individuals.
- Not considering Italian appurtenances: garage (C/6), cellars (C/2) have own category and different multiplier.
Numbered practical applications
- Italian registration tax calculation first home: income €500, V = €57,750. Registration tax 2% price-value = €1,155. Total acquisition taxes ~€1,255 (vs ~€5,500 without price-value).
- Italian IMU 2026 second home calculation: income €700, V = €88,200. Italian IMU rate Milan 1.06%: annual IMU €935. Payment 2 installments (June 16 advance, December 16 balance) with Italian F24.
- Italian inheritance tax with deduction: children inherit house with €400,000 cadastral V. €1M deduction per child: no tax.
- Italian property gift calculation: father gifts second home V cadastral €120,000 to son. €1M deduction, no gift tax. Italian mortgage tax 2% + cadastral 1% = €3,600 total.
- Italian IMU appurtenances: first home is IMU exempt (Italian D.L. 102/2013), including max one appurtenance per category C/2, C/6, C/7.
- Italian online cadastral inquiry: free for own data via SPID/CIE on Italian Agenzia Entrate website. Inquiry for others €1.35.
- Italian post-renovation income update: relevant Italian renovations require DOCFA update (Italian D.M. Finanze 701/1994) within 30 days of work completion.
